According to Wikipedia, Basshunter is Jonas Erik Altberg from Sweden. Whilst Scooter is a band from Hamburg, Germany, made up of three people, with lead vocalist H.P. Baxxter. Whilst the music style could be considered very similar, being bass driven rave / techno / happy hardcore / dance / EDM music, they are in fact different people.
